Maxine Waters (born Maxine Moore Carr on August 15, 1938) has served as a Democratic member of the United States House of Representatives since 1991, representing California’s 35th congressional district (map). Positions and Views: Prior to the election of « superstar » Senator Barack Obama (D-Illinois), Waters was considered the United States’ most prominent African-American legislator. She is considered by some to be an outspoken champion for the underprivileged and underrepresented. Her no-nonsense left-wing rhetoric makes her a favorite quote for reporters, as well as a frequent target for the wrath of right-wing pundits. As a first-term representative, she gained fame by walking into the Oval Office and telling then-President George H.W. Bush that « [his] time was up. » Waters co-chaired the 1992 presidential campaign of Bill Clinton … (full text).

… As a Member of Congress, Waters belongs to the radical Progressive Caucus and to the Black Caucus, which she has headed. For every primary and final election she publishes her own Progressive Connection mailer to constituents, and Democratic politicians eager for votes from her district pay Waters from $10,000 to $35,000 to be included in the slates of candidates her mailer endorses.  Her own voting record, according to the leftwing Americans for Democratic Action (ADA), is consistently 95 percent on the left side of legislation. Her rhetoric is often superheated and demagogic. Waters, for example, described retiring moderate Republican Mayor of Los Angeles Richard Riordan as a « plantation owner » and once said that she never sees Los Angeles police officers abuse « little white boys ». « I don’t have time to be polite, » said Waters, who describes herself (in British statesman Lord Henry Palmerston’s phrase) as having « no permanent friends; only permanent interests. » She was one of six members of Congress who voted against the Gulf War after it began, and in March 2003 she was one of 11 who voted against the resolution to support our troops after the Iraq War commenced … (full text).
