He says: … It shows that the scope of the crisis requires « intervention at the heart of the ’game,’ that is, by radically transforming its structures » and observes that within the European Union, « any transformation runs up against the unbelievable protection the treaties found it necessary to accord financial capital. » Then it proposes two precise objectives: the abrogation of Article 56 of the Treaty of Lisbon and restriction of the « freedom of establishment » provided for in Article 48 that prohibit all restrictions on capital movements. Certainly, this is inadequate to define an overall policy, but it does allow us to conduct a concrete campaign around a key question, that of the necessary control of capital movements. … He says also: The present crisis is more than a banking crisis because it impeaches the configuration of the global economy. That configuration has assumed three significant characteristics. The first is the reduction of salaries’ share of income on a global scale. Yet the increase in profits that results from that reduction does not lead to increased productive accumulation. These non-invested profits regularly increase and go to feed the financial sphere, which then increases as a function of the disequilibria in the global economy: the United States’ trade deficit on the one hand, Europe, Japan, and « emerging » and/or oil-exporting countries’ trade surpluses on the other. The United States’ economy’s need for financing deepens and necessitates the influx of a growing stream of capital. Finally, financial deregulation makes control of these financial flows that surf the world in the search of extravagant yields impossible. The result: successive bubbles (the .com-economy, then real estate, etc.) and, over the last fifteen years, a series of localized financial crises (Mexico, Argentina, South-East Asia, etc.). … The Cahuc-Kramarz report has given renewed impetus to the public debate on the issue of labour market reform. This debate is unlikely to focus on the protected occupations, whose potential for job creation is in all likelihood overestimated in the report. However, the proposed ‘redundancy tax’ is designed to lay costs associated with job losses well and truly at the door of companies in exchange for allowing them greater flexibility. The tax would require employers and unions to be more detailed in setting out their claims and definitions. It is far from a foregone conclusion that the proposed new single employment contract will garner the support of the social partners since employers will see the new levy as being too high whereas the trade unions will consider the safeguards underpinning the new status for employees and unemployed people as too flimsy. Il dit: … – « Sur les mesures opportunes, il y a des propositions assez symboliques. Qui peut être contre les propositions sur l’éducation des enfants ? De même s’agissant du coup de pouce aux logiciels libres, c’est une bonne idée. La publication des décrets en même temps que les lois, c’est important, même si c’est contraire à la pratique. Enfin la proposition sur les délais de paiement des PME me semble justifiée. Mais les propositions qu’on peut juger intéressantes sont noyées dans des choses plus précises qui constituent un tournant vers une libéralisation de l’économie. Par exemple sur les privilèges. Je crois que les taxis et les coiffeurs vont être étonnés d’être considérés comme des privilégiés. Toutes les études récentes montrent qu’il y a une distribution inégalitaire des revenus, et la concentration des revenus est croissante. Le feu se concentre sur les professions réglementées. Il y a un côté « cocasse » comme dit François Hollande. On ne peut espérer d’effets extraordinaires sur la croissance avec ces petites mesures … (concernant le rapport Attali, opportun ou hors de propos? le 22 juin 2008).
